ICANN President Fadi Shehade told a curious story yesterday at the
Internet Governance Conference (IGF) in Bali about how the company had been involved in investigating the distribution of child pornography for several months.
Here is his story:
“We took part in a global campaign to eliminate a large“ porn ring ”(an international group dedicated to the creation and distribution of child pornography).
You ask what does ICANN have to do with this? The answer is simple. Where is child porn? On the sites. Where are the sites located? At one of the hosting companies, the domain name of which was, as we hope, given by a registrar or reseller located in the ICANN network.
We are responsible to society for what is happening on this network.
We have the best specialists in this field in the world.
And for several months we stopped the activities of the porn-ring.
')
We began work in Los Angeles, then went to sources in Panama. We contacted the Panama Attorney General, and one of the members of ICANN, who spoke Spanish, worked with the security forces of Panama. Together they investigated the logs of the Panamanian company, and eventually went to the registries and registrars. It turned out that the roots of the criminal gang are in Russia. And we began to work with the Russian law enforcement agencies.
ICANN does its work quietly and quietly in the name of public interest. ”
It would seem, it is not clear why ICANN should study, study the logs of the Panamanian companies and catch the criminals, because there is a police for this. Whereas the task of ICANN is to ensure the technical functioning of the domain name system, but not control over the content.
To this Fadi Shehade replied:
“We have to deal a lot with issues that are not in our direct responsibilities. We have a lot of pressure. People think that we have to solve this or that problem, because we think they control the Internet. But we do not control the Internet, ICANN is a technical organization that deals with the domain name system.
We do not want to expand our powers and get involved in other people's affairs, but now there are a lot of global problems associated with content. And if a government decree or a court decision forces us to take part in their decision, then we cannot ignore them. ”
