The reason is simple: JPL and APL are private organizations that work under a contract with NASA. For some period of time they have already received payment, so they continue without interruption. PS Everything that is happening now in the US is nothing more than budgetary clashes between the president and parliament. A government-sponsored plebiscite is nothing more than a strike to put pressure on parliament. The foundations of capitalism have not yet collapsed, the United States is not experiencing this for the first time, and there is no reason to panic, no matter what you expect: images of comet ISON from the MRO satellite or the release of Half Life 3.
