"Raising funds to fight anti-piracy law" - a new kind of spam?

In the morning, a rather amusing letter arrived at the post office (I quote with preservation of spelling and punctuation) .

“Dear friends, as we all know in Russia, from August 1, 2013, the“ anti-piracy law ”entered into force, which contradicts the Constitution of the Russian Federation.

(further there are quotations from the Constitution, the Declaration of Human Rights, arguments about what this law will lead to, information about the petition for the IC, etc.).

')

Currently, new applications and browser plug-ins are being developed, with the help of which you can continue to use torrents, but we do not have enough money. The funds will also be used to rent foreign servers. The legal peculiarity of the existence of which does not imply the adherence to Russian legislation.

(details on payment systems)

Administration of the largest torrent trackers in Russia. "

Spam on the topic of the day? Or is it a real fundraiser? Specially looked through the sites of several major trackers, nowhere is there any information about fundraising, and the address (in the mail.ru domain) does not belong to any of the known sites.

Be carefull.

PS If there is evidence that this is not a hoax and the funds really go towards the right goals, I will edit or remove the topic.
