Your account has been limited until we hear from you " ... I use the system quite rarely, but I was interested in this situation and I began to understand what happened.

It turned out that PayPal began the procedure of verification of users from Russia.
Logging in, I saw the following text in English:
We have provided uninterrupted service. Until you can collect this information, you will be limited. We would like to restore your access as soon as possible. We apologize for the inconvenience.

And then the next step is the same, only in Russian:
In accordance with the requirements of the legislation of Russia, we need to get information about your commercial activities.
If we are unable to collect and verify the necessary information, access to your account will be limited, and you will not be able to send, receive and withdraw funds from the account.
Provide information about your bank account in a Russian bank, about you and your company. As soon as we receive all the necessary information, our representatives will check it and you will get access to all the features of PayPal.
If you registered before September 2013, you can start downloading documents immediately. If not - wait for the assurances of the system, a
few days . In practice, these "
several days " will stretch for weeks until they verify the previously registered users.
Verification requires:
- Specify the details of your account in a Russian bank
- Provide PayPal Account Holder Information
- Provide information about your company (as I understand it is the constituent documents)
- Identify other users who have permission to operate cash
Everything, except point 3, is quite understandable. But what to do if I do not have a registered organization and I do not accept PayPal payments is not entirely clear. Without filling out this section, the verification request is not sent and it is separately indicated that once you have filled in all the information and submitting the request,
you will not be able to change anything (somehow even sounds tragic). It would be great if the company gave additional explanations about this.
