In Belarus, problems with access to Dropbox and DigitalOcean

At about 10 am, Dropbox and some regions of Digitalocean (San Francisco, Amsterdam) became unavailable. The problem is common, is observed regardless of the Internet provider. Hosts are accessible only from proxy. The route ends at one of the telia.net or level3.net nodes.
