Evgeny Fedin unearthed a technical assignment and auto-documentation for KOIB somewhere on the State Procurement Authority (archive "KOIB 500 pcs" ...).
KOIBs or ballot processing facilities are used at some polling stations in Russia to automate the process of counting votes in elections and referendums.
The autodocumentation, a PDF from the archive, turned out to be a gluing of sources, which I “pasted” without much difficulty and put on a
github . There are two committees - an old, but commented, version and a new one, without comments, but with an installer.
The software is written in C #, in the KOIB 2003 version, it seems to run on Widnows, now it works on a unix-like system under mono.

KOIB can write a log, scanned images, recognition results, files for execution time, status files, protocol, report. In particular, he can fix a couple of time-image bulletin that, with appropriate settings and video recording of the election process, can violate the secrecy of the vote.
Control ratios in KOIB are programmed and may not be checked if the corresponding formulas are not entered.
The template of the final protocol in COIBs is such that the names of the members of the commissions can only be filled in by hand ...
