I will focus on a few weak points:

In fact, this means that there will be no trial operation. 2 days is something else.

2. Works for 14 calendar days


Deadline for completion of the work phase (in calendar days)
not less than 14 calendar days and not more than 20 calendar days from the date of conclusion of the state contract


Plus, there are a lot of comments on the meaning - there are no whole areas of work like open licenses, for some reason, RDFa is prescribed (this is the RDF version for web markup) not related to open data, in fact.

I will raise all these questions on the open data council and the more substantive criticism we collect, the better we will be able to make this document. And maybe even to achieve that the open data portal will be made not for a tick, but pretty well.
