“The ban on officials and employees of companies with state (municipal) participation to buy cars worth more than 1.5 million rubles.”

This petition was filed by Alexei Navalny, a recent candidate for the post of mayor of Moscow, and collected the necessary number of votes on July 10. But it will be considered on the last day when the experts on regulations will be obliged to give a decision on the essence of the initiative. Indeed, in accordance with Presidential Decree No. 183 of March 4, 2013 “On consideration of public initiatives sent by citizens of the Russian Federation using the Internet resource Russian Public Initiative,” the working group should prepare an expert opinion within a period not exceeding 2 months from the end of the collection of signatures.
Thus, the fate of the first petition, which has passed all the necessary procedures and regulations, will be decided today.
In many ways, the outcome of the discussion and the final decision of the experts will depend on the public perception of both the ROI portal itself and the institution of public initiatives in our country.
How important and relevant for the state will be the opinion of the Internet public who has expressed and won the necessary number of votes at the site represented by the state itself?
But the petition on the abolition of 187-FZ (the law against the Internet), which was also posted on the ROI portal and gained 100 thousand signatures a month ago, will not be considered at this meeting, although there were repeated statements from members of the expert committee that the decision will be made at the end of August / beginning of September.
The composition of the expert working group was approved by the relevant government decree , and Mikhail Abyzov, the Minister of Open Government, was appointed as its head.

In case of equality of votes, the vote of the head of the working group is decisive . ”
By the way, there is an incident in the working group’s regulations, which contradicts the Presidential Decree:
“According to the results of consideration of the public initiative, the working group in the period not exceeding 2 months, prepares an expert opinion and decision on the development of the relevant regulatory legal act and (or) taking other measures to implement the initiative.”
Thus, in this case, an expert opinion can be given only 4 months after the end of the collection of signatures for the petition, which is 2 times longer than the time limit for the preparation of this document imposed by the President of Russia.
