Representatives of the Chinese authorities explained the emergence of a new law by the reaction of society to the “irresponsible rumors” that are spreading on the Web. As the officials noted, the objects of such messages often experience “spiritual torments”.

The struggle of the PRC government against the spread of libel on the Internet began several months ago, shortly after President Xi Jinping came to power. During the last weeks, several hundred people were questioned for spreading false information on the Web, some of which were subsequently detained.

One of the most notorious cases was the detention of 27 people in Wuhan. In connection with their capture, it was announced that the city police "stopped the activity of a criminal group spreading rumors on the Web."
