Expiration of certificates on Windows XP and Office 2003 as the reason for the future growth of sales of Microsoft products?

I was caught by the newsletter for partners 1C, which, in particular, states:

Microsoft has put at our disposal the official circular of the Federal State Unitary Enterprise Enterprise for the Supply of Products of the Administrative Department of the President of the Russian Federation (FGUPPP) addressed to the heads of state and commercial organizations.

In this circular, FGUP PPP recommends upgrading to new versions of Microsoft products, since due to the end of the release of updates for Windows XP and Office 2003, certificates for these products will no longer meet the requirements of FSTEC.
')
We emphasize that the circular is addressed not only to government but also to commercial structures of any size, since Certified products are also used to protect personal data in small companies.

Using this circular, and taking into account the October price increase for Microsoft products, it will be easier for customers to justify the need to purchase new versions of Microsoft products!

The point is clear: Microsoft is not going to renew certificates for software that will expire. Whatever one may say, and expenses are drawn: either we buy (update to) a new version of Windows, or we leave Windows altogether - from sin, so to speak. And to dismiss, and just stay on what is (in fact, it would suit many: not everyone needs software updates, on the contrary, after several especially unsuccessful updates in Windows Update, they completely disable the update mechanism), Of course, the requirements FSTEK want and need to comply.

Let us leave aside the legitimacy of such recommendations with regard to commercial structures (and indeed with respect to budget ones, if you look) from the side of “Enterprises for the supply of products of the Office of the Presidential Affairs of the Russian Federation ” (emphasis added).

I wonder what this news will take: a sharp jump in sales, or in strengthening the transition of organizations to other operating systems and office suites?

UPD: It turned out that the comments began to discuss the situation not so much with certificates as the long-standing opposition of positions: “work - do not touch” against “I will update, it will increase security, at the same time many new chips will appear in the software”. Added a poll to somehow divide the relationship.
