DARPA held a competition ( yet ) to develop software for the Atlas humanoid robot manufactured by Boston Dynamics. The organizer of the competition declared the appointment of robots as rescue robots capable of raking debris similar to WTC or Fukushima. Under the terms of the competition, the software will be open. Of the seven winners, two teams worked for the idea, i.e. without funding. One of them is from Japan and their motivation is clear. The use of humanoid robots will save many lives of rescuers in the aftermath of various disasters, as well as the lives of the victims.
But there are questions to the undeclared goals of the organizers. DARPA is a division of the Ministry of Defense and sets tactical goals that are not peaceful. And it turns out that the hands of the developers who create software for good deeds in the future can accomplish completely not good tasks. Algorithms of complex kinematics will be similar for both peaceful and military purposes. And, most likely, a much greater number of talented developers could be attracted to the competition if legally restricting the use of the developed software for peaceful purposes only. Accordingly, we need a modified GPL license, which limits the use of software for military purposes. ')
If there is no limit, then the potential developer has the right to assume that the results of his work can be used to the detriment of him, directly or indirectly. Of course, it would be possible to take the three laws of Asimov's robotics and insert them into the license, but it will be unrealistically difficult to implement them. And the solution is required today, because army of robots is growing rapidly.
Assume that the restriction will be formulated quite specifically. For example, "it is prohibited to use the software for targeted harm to human health." Omit all the nuances of interpretation. Most likely, you can invent workarounds and ambiguous situations. At this stage it is not fundamental. Just assume there is a limit. But will it be executed? What (who?) Will be the guarantor of this restriction? What measures will be taken to the offender?
