Development of a new professional standard in the field of information technology

Currently, professional standards are being actively developed in Russia. We want to be closer to a civilized society, if you do not know.

Under the auspices of the association AP KIT , new IT professional standards are being developed as part of the federal program initiated by Presidential Decree No. 597 of May 7, 2012. Our Nordavind-Dubna company took up (as it is already becoming completely clear) the hard work of developing professional standard (hereinafter referred to as PS) “IT Testing Specialist”. The development of the PS is carried out according to the approved recommendations (requirements) of the Ministry of Labor. The construction of the standard for these requirements is as follows:
Generalized labor functions (OTF) == qualification level (KU) -> Labor functions (TF) -> Labor actions (TD).
Restrictions imposed by the same MinTrud:
- for each CU there can be only one OTF,
- TF must be unique throughout the standard,
- TD - unlimited.

We have already done a part of the work - we have developed an OTF and most of the TF. However, the greatest difficulty we encountered in the process of work is some discrepancy between the proposed (approved!) Ministry of Labor scheme and the real situation: in normal, real life, work in IT is based on the design scheme. It turns out that there is a concept of “role” in the project, for which we can all say for sure - and paint a list of TFs for each role. At the same time, a specialist in the same position can perform different roles in different projects (in some frameworks, naturally), we can only register these roles in the proposed development scheme through the TD.

Not yet completed all the TD, knowledge and skills that will allow us to combine the "life" and the requirements of the Ministry of Labor.
