I read a joke-comment, where it was proposed to close the e-government access to the site and the question “Why not?” Appeared.
Every day, mizurazmatiki scour in search of sites that would block, while using the same content.

What do you need?
1) Create a registry of IP addresses. Only not a text file, but a normal site with a description of who needs it and why (like Navalny’s).
Introduce all the enemies of the people and the Internet (Roskomnadzor, the State Duma, the whole bureaucratic apparatus, all sorts of "power" structures that find another crazy article about marijuana on Wikipedia).
2) Large sites to screw this list to your firewall or handler (to give a stub with an error)
3) Come up with a way of social regulation of the list. If you give this list in someone's hands, they will start to press the person.
In the case of decentralized control, a verification mechanism is necessary, excluding the entry of unauthorized (not involved in bacchanal) IP addresses.
