Historical 3D Virtual Reality

We all know about such cultural monuments as the architectural complex of the Palace Square of St. Petersburg, Red Square in Moscow, Versailles in Paris, and on such streets as Nevsky Prospect, Arbat, etc.
But not all of us have the opportunity to see them. Moreover, there is something that none of us will see - for example, many of the destroyed buildings of the imperial period in Peterhof, the Thames embankment of the 15th century, the medieval village of Western Europe.

And it would be nice to see these places, these epochs. Unfortunately, the time machine has not yet been invented.
And there is a solution - that which we cannot observe in reality can be transferred to the virtual.

How?

Organize a wiki project, or even an appendage to Wikipedia, where everyone can design existing and non-existent cultural objects in 3D. For example, the same Peterhof ensemble of the late 19th century. Moreover, the user would have the opportunity to review both in the free camera mode and the opportunity to walk through the parks. Access is done directly through a browser or through a program (like Google Earth).
')
In this case, the ultimate goal of the object model is to convey the atmosphere and details of the selected epoch as accurately as possible, to immerse the user in the simulated epoch.

At the same time, the main work will be not only for 3D modelers. A lot of work will remain for artists, historians, photographers, authors, etc. At the same time it is important that there is a hard moderation. To distribute the finished results and the materials used under any free license. Especially good is the fact that some tools provided by Google. With good it would be integration with wikipedia.
The finished result will have historical, educational, cultural and simply entertaining benefits for the end user.

Although I would like to focus on history, modern facilities should also be done.

This is the basic idea and many more attendants are spinning in their heads.

What do you think about this? Is it possible to implement such an idea? Are you ready to participate in such a project in any way?
