About one and a half months ago, our mass media trumpeted about the organization in the Russian Federation, in the likeness of other states, cyber war. The Ministry of Defense of the Russian Federation planned to create "scientific companies", and by the end of 2013 to complete the formation of a new structure focused on information security in the Russian Federation. One of my friends was very interested in all these news, and he, as a person responsible and having, let's say, a direct relationship to the specialization of the “new” direction, decided to clarify for himself, and now, as you see, not only for himself, some of his questions. . For this, he sent a message to the Russian Defense Ministry of the following type (original text):
"Good day! In connection with the increasing emergence of information about the organization in the structure of the Ministry of Defense of the Russian Federation on information security (cyber security), could you answer the following questions:
- At the expense of which, exactly, university graduates will be recruited: civilian or military?
- Do the Ministry of Defense plan to attract specialists in the field of information security who already have experience in this area (that is, who completed training several years ago)? Or will only actual programmers (software developer) be relevant?
- How can I nominate a candidate for consideration? Will there be something similar to the portal rezerv.gov.ru?
- Will there be a requirement for the passage of military service? How to be in a situation when a candidate is temporarily unfit for urgent service?
- If a potential candidate did not pass military service, but received a postgraduate education, will he be “fit” to work in this structure?
- Work in this structure implies assignment of military rank (respectively, military service), or are options similar to civil service positions?
- Will gender be counted?
Thanks in advance for the answers! ”
It seems to me quite adequate questions that cover not just the declaration of something amorphous, but let's say, form certain boundaries of application.
He sent this message in early July, and just yesterday, he received an answer:
