Philological dispute about access to state standards
The non-profit organization Institute for the Development of Freedom of Information , supported by various international (de facto American) and Russian foundations and companies, proudly and with a good irony announced the other day of its victory in confrontation with Rostechregulirovania officials regarding easy and free access to texts produced by this department standards for all comers. The Resolution of the Government of the Russian Federation, adopted by the Cabinet just before its departure for the New Year holidays, clarified the debate about the interpretation of the concepts of “free access” and “publication”, which were perceived differently by the responsible persons of the GOST and all other persons and enterprises interested in the availability of standards . “Free” now officially means “free and free”, and publication means precisely the regular publication of documents with their preservation in permanent access.
Those who are faced with the need to familiarize themselves with the content of one or another GOST for the first time still have to force themselves to believe that this can be done only by purchasing the necessary document in specialized “standard stores”, where it costs without exaggeration of crazy money. Why the product of labor of an organization that works for the money of taxpayers and produces national standards that are invaluable for society is generally sold - this does not immediately fit into my head.
The current state of affairs cannot yet be called a final victory over forces wishing to continue to profit from the imperfection of the legislation on access to socially important information. Now Rostechregulirovanie is free (although with some difficulties, such as mandatory registration) , only texts of standards released not earlier than 2005 are available , leaving a giant reservoir of the older technical documentation still widely used. Having achieved the actual decision to eliminate the absurd practice of selling to the people, no matter how loud it sounds, its own wealth, it is yet to achieve its reasonable, not formally bureaucratic, execution.
