On the 17th of the Ministry of Communications and Mass Media, the “Theses of the Development Concept of Multiservice Communication Networks of Common Use of the Russian Federation” were posted for public discussion. You can get acquainted with them at the link.
When reading the document, there was a feeling that this was an attempt to smoothly switch to a state monopoly on federal and international communication lines (pages 11-13).
In particular, this point of the description of a telecoms operator in accordance with their concept - “a ban on the independent transmission of cross-border traffic ” brought me to such thoughts.
