Roskomnadzor refused to license Skype

Many people remember the story that MTS asked the state to protect itself, and indeed all cellular operators from OTT services ( MTS asks the state to protect itself from Skype ). The Vedomosti newspaper in its July 17 issue reported that Roskomnadzor refused to comply with MTS Skype licensing request. Proof

On July 3, the deputy head of Roskomnadzor, Oleg Ivanov, sent a letter of refusal, which was at the disposal of the publication to MTS. As stated in the letter, Russian legislation establishes a “legal framework” in the field of communications in the territory of the Russian Federation. Since Skype does not have branches and representative offices in Russia, and the legal entity of the company is registered in Luxembourg, according to Russian law, Skype’s work is “impossible”.

Ivanov also named the second reason why licensing of Skype is impossible: the services provided by Skype are not included in the list of communication services approved in 2005 requiring licensing.

So Skype can live freely, at least for some time.
