Why is that bad?
Because as soon as the user has limited opportunities, and raising the rating is not a matter of 2 minutes - the user often wants to register a new account (I’m doing this, my friends do it). Fortunately, there are all sorts of trashmails and other sites that allow you to make temporary emails - after all, this is the only thing that at least prevents you from registering a new account quickly - for many uninformed users, registering an email is a long and tedious process. But I moved away from the topic. The fact is that users register new accounts, users are littered with portals.
Do I need to deal with this?
On the one hand, no. If the creators do not care about the pollution of the database - then you can not solve the problem. After all, what is the use of such a principle - users do not register a new account very quickly, perhaps even this happens rarely - I honestly do not know.
On the other hand, all this proves that there is no point in lowering the rating below the default.

What to do with very bad users?
Like on Habré, very bad users (mat, advertising, spam, etc. - depending on the rules of the portal) - ban by ip. The problem is of course dynamic addresses and public computers - I do not know what can be done with this.
