Roskomnadzor is blackmailing Roskomsvobodu and does not know what a “black list” is

On Habré already passed information about the recursive document from Roskomnadzor. The story got its development.
A very interesting dialogue between representatives of Roskomnadzor ( roscomnadzor , mksenzov ), the media and the public unfolded in Twi.
During which revealed a number of interesting points.
First, my assumption was confirmed that p.5.4 of the interdepartmental order being prepared by Roskomnadzor was specifically added to protect state bodies from public monitoring of their activities.
I described in more detail the essence of this clause on the RosKomSvoboda resource , I will give a short excerpt and an illustrative scheme.

From the order of Roskomnadzor:
5. Criteria for evaluating information disseminated through the Internet [...] necessary for making decisions, which are the basis for including domain names and (or) page indexes of websites on the Internet, as well as network addresses in the Unified Registry.
[...]
5.4. The presence of a description of the prohibited information, as well as the domain name, pointer (pointers) of the page (s) of the site on the Internet and / or the network address (network addresses), which allow identifying sites on the Internet that contain information that is distributed in Russian Federation is prohibited.

Not bureaucratic language: if any Internet resource places a link or page index without reference or domain name or IP address, which are prohibited in Russia (included in the Registry, blocked by a court decision, etc.), then it “Black lists of sites” can also be enabled and blocked by providers in Russia:

So, Maxim Ksenzov, the deputy head of Roskomnadzor, suggests that RosKomSvoboda close the embrasure of this order with its body:

In my opinion, it is obvious from this statement that this controversial paragraph of the order was sharpened by organizations like “RosKomSvoboda” in order to limit their activities on monitoring the conduct and enforcement of “blacklists of sites” by state bodies.
Remove monitoring - then let everyone publish links to the prohibited.
Again recursion.

Well, to complete the picture of the absurd, the representative of Roskomnadzor pretends that he does not understand what it is about when they talk about "black lists of sites":

But that's not all, a few days earlier before the public dialogue presented, I clarified from Maxim Xenzov in personal correspondence regarding this item of the RKN order, here is his answer (then I received permission to publicize):
"[in order] we did not pledge the possibility of blocking speedy roster or similar sites."

Cunning tactics Roskomnadzor? Paradigm shift? Blackmail? Misrepresentation?
Questions remain open.

I want to ask the Habra community the following question, the answer to which is important to understand for the existence and functioning of the RosKomSvoboda project in one form or another.
