According to some media reports, now representatives of the social network are indeed actively negotiating with the right holders about the possibility of legalizing content. In particular, the social network is negotiating with major labels such as Sony Music, Warner Music and Universal Music.
The plans of the Vkontakte management are to find an option when copyright holders can receive license fees, and resource users can listen to music (probably free of charge, but it's difficult to predict something here). Pavel Durov said that "in the coming months we will see positive changes in this area."

The resource has long been offered to copyright holders a tool that allows you to delete materials that are posted free of charge. However, record companies are still unhappy with the situation, and not so long ago the social network (and its users, of course) lost a large number of audio recordings. Of course, the users of the social network immediately began to show dissatisfaction with the current situation (after all, many remain at Vkontakte for the sake of music and films), and the administration has to do something.
As far as can be judged, the negotiations are still only about music, we are not talking about video materials.
