Is it possible to prohibit hyperlinks or oblige to put them?

On the website of a lawyer who is active on Habré, read the following:
It is possible to place a link to a site page if the link name corresponds to the name of the page to which the link should lead (title).

And here is another example:
Quoting is allowed when putting an active hyperlink on the page with the translation, the link name must be ...

There were several questions to lawyers:
1. Does this mean that if the name of the link does not match the name of the page, then the link can not be set?
2. Is linking using a copyright object?
3. Does anyone have the right to prohibit the setting of hyperlinks or to demand to bring the link to a certain type?
4. Is it possible to prohibit someone from quoting or set conditions, like putting a hyperlink?
