Is it possible to prohibit hyperlinks or oblige to put them?

There were several questions to lawyers: 1. Does this mean that if the name of the link does not match the name of the page, then the link can not be set? 2. Is linking using a copyright object? 3. Does anyone have the right to prohibit the setting of hyperlinks or to demand to bring the link to a certain type? 4. Is it possible to prohibit someone from quoting or set conditions, like putting a hyperlink?
