Here is the definition from the initial edition:
Placing information about their activities on the Internet in the form of open data by state bodies - a form of placing information on their activities on the Internet by state bodies, in which this information is posted on the Internet in the form of data files organized in a format ensuring their automatic processing for reuse without a prior change by the person (machine-readable format), and on the terms of its free (free) use. ”;
And what happened in the end:
4. Information posted by its owners on the Internet in a format that allows for automated processing without prior changes by a person for the purpose of its reuse is publicly available information placed in the form of open data. ”;
As you can see, the final definition is incomplete and does not declare the freedom and free use of open data. Also in the law (read it necessarily) there is a provision whereby access to part of the data can be closed through the ESIA and is available only by authorization through the portal of public services. This, of course, is not open data.
In any case, the Government’s orders will soon follow, and we have good chances that by the end of 2013 there will be much more open data.
On this law, everything, of course, does not end there. Both we and I will personally seek to publish data under open licenses.
