Abnormal voting on the site “Russian Public Initiative” (ROI)

According to the results of the voting monitoring on the Russian Public Initiative (ROI) website, interesting details came to light. One gets the feeling that someone really does not want the initiative of a well-known oppositionist to be the first to gain 100 thousand votes. And since promoting his initiative, as Aleksey N. does, is very troublesome, other methods that are used in offline voting come into the arena.

I upgraded the schedule a bit to show not only absolute numbers, but also relative ones. Added 2 types - relative and growth. The first shows the changes in the graph relative to the beginning of the selected period of time, and the second - the increase in votes in the form of a bar chart (data is grouped according to the scale of the graph).

Having played with the new graphs, it was found that on the relative graph, the second most popular initiative (Cancellation of zero ppm) is characterized by gradualization, despite the fact that this is not observed in the first initiative. Moreover, the steps are often very significant, for example.
')

As can be seen on the graph at midnight, 10 votes were added in 10 minutes for canceling the zero ppm, while only 2 votes for the leading initiative. Then 1.5 hours of silence for which the promille received only 2 votes, then in 10 minutes another 32 votes, again a pause and 30 more votes, and this is almost at 3 o'clock in the morning.

And there are a lot of such steps, you can see for yourself .

Now let's see how these anomalies look in the “Growth” mode.

As you can see, during the day, the second initiative is steadily less than the first vote. Then at midnight 3 stuffing, and again silence.

Or here is another screenshot.

Notice how stuffing is done at a frequency per hour. In general, it would be interesting to hear the comments of the representatives of the ROI, what it is.

Anyone can look for anomalies in voting on the Russian Public Initiative website .

PS Thanks Highcharts for cool JS-graphics .

UPD. Made it possible to give a link to the selected range on the chart. Click the button “Get link” under the schedule and you can post a link to an interesting found site. Also, when switching charts, the selected time interval is saved.

I would also like to note about some particularities related to the collection of statistics, it is going for a dozen of popular initiatives, and some initiatives may fall out of the dozen, and then return. As a result, there will be a surge on the graph (as on Lenin’s graph ); in this case, it’s worth paying attention to the dates, in the case of Lenin, the 30th comes right after April 16th.

UPD 2. Added comments from ruskar
The reaction of the authors of the portal:
  1. Answer by the President of the Information Democracy Foundation Ilya Massukh
  2. Official statement of the Information Democracy Foundation on the topic of “vote wrapping” on the ROI website

Both links are incredibly delivered, read.

UPD 3. Another beautiful schedule
