The bill was introduced by deputies Vladimir Gorbachev and Valentina Ivanova. It aims to “ensure the integrity, stability and security of public communication networks”. This will be done by registering networks and also by assessing their compliance with the requirements of project documentation. The registration procedure will be established by the Russian government.
At the same time, an examination of the project documentation for a communication network is being introduced - it will be able to be conducted by bodies that have passed state accreditation. ')
It was stated that the Russian government supports the adoption of the bill, noting the need to include in it the second reading of the rules providing an exhaustive list of reasons for refusing to register a communication network, as well as the maximum time for making a decision on registering a communication network or refusing to register it.
