The Bank of Russia reminds you that your electronic money and mobile payments may be more illegal



On February 28, the Bank of Russia issued an information letter in which it reminded that Russia, in general, has a law on the National Payment System , in accordance with which all electronic payment operators were required to register as credit institutions.

However, the Bank of Russia is worried, information is received “on the implementation by non-credit institutions of settlements with suppliers of services (goods, works) at the expense of funds previously provided by third parties. Settlements with service providers (goods, works) are carried out on the basis of orders sent by individuals in electronic form, including using non-bank cards, the Internet, mobile phones. ”

What are these violations? Here are three examples:

Issue of "gift", "accumulative", "discount", "bonus" cards intended for settlements with various suppliers of goods and services (except for the issuers of these cards themselves).

Opening of "electronic wallets" on Internet sites for settlements with suppliers of goods and services.

The use of money in the accounts of mobile operators for settlements with suppliers of goods and services through, as a rule, mobile phones.

The Bank of Russia reminds of the law right now not by chance. The fact is that Article 15 of the Law, which requires payment system operators to register as a credit organization, entered into force on June 30, 2012, and from that moment on, the existing operators had 6 months to register, i.e. until January 1 of the current year.

Some, by the way, managed to register, their list can be downloaded from here . You can check whether it includes electronic money that you personally use. In particular, I did not find an organization associated with the popular webmoney system there.

I think that after the release of these explanations, the fight against electronic money will become more active.
