Ukrainian security services banned from controlling the Internet

In today's issue of the Ukrainian "Kommersant" published information about the cancellation by the Ministry of Justice of the notorious order of the former State Committee on the mandatory monitoring of Internet traffic in the networks of providers serving government agencies.

Thus, the special services, which had initiated the adoption of this document at the time, lost the only opportunity to legally monitor the users' correspondence via e-mail and their statistics on the attendance of Internet sites.

Market participants welcome the abolition of the Order of the State Committee on Communication number 122. Now all providers have equal rights to participate in tenders for connecting government agencies to the Internet, and government agencies will be able to access the Internet at market prices, because providers that have installed monitoring systems put these costs into their prices, the Internet Association of Ukraine noted. The problem of monitoring needs to be addressed at the legislative level, for example, by adopting a special law, and not with the help of a sub-law act, which is the order of the State Communications Committee.

Experts predict that special services will not give up attempts to regulate the information activity of officials, but they may come across opposition from the current Cabinet of Ministers.
