Google My Location allows you to determine the location without GPS.

According to Onliner.by , Google has developed a user location system with an accuracy of up to 1000 meters at this stage. The My Location service is integrated into GMaps and works on the same principle as AGPS , but uses information only from one base station.
At the moment, the service is in beta testing My Location
