Regarding the Runet Award 2007

The ceremony this year has pleased not obeying the rules.

It all started with the fact that they combined the Award and Anti-Prize in one event. Well, this is still ok, this is the intrigue of the organizers.
But what causes discontent, incomprehension, is not following the rules.

On the instructions of the Organizing Committee, in 2005, a new catalog of nominations for the Competition for the annual Runet Prize was developed, based on the following principles:

* Catalog of nominations consists of 6 main nominations
* In each nomination 3 (three) laureates must be selected: 2 organizations (projects) of the Federal level and 1 regional organization (project)
* Total number of laureates in 6 blocks: 18 laureates
* Special block is presented separately

The same Catalog of nominations is used when conducting the Runet Prize in 2006.

That is, what turns out, in each nomination from 10 sites the regional site should be nominated.

What eventually happened:

The site deafworld.ru (Nizhny Tagil) was not among the three leaders in the State and Society nomination. Three occupied the federal sites.

Site dkvartal.ru (Ekaterinburg) is not included in the top three
leaders nomination "Economics and Business". Three occupied the federal sites.

The rules were observed only in the “Health and Leisure” nomination, where the eka-mama.ru website received a statuette from regional sites.

Here is the 2007 Runet Award. On the rules they scored. Do you think this is fair?
