As it became known from the Google Transparency report for July-December 2012, Google has first disclosed its users at the request of Russian government agencies.

In total, during the reporting period, the company received 97 requests for disclosing data about 123 users from Russian government agencies. Google fully or partially satisfied 1% of requests. From January 2011 to June 2012, the company received 158 requests from Russia for 170 users, and did not satisfy any of them. It is worth noting that Google did not publish statistics on Russia before.

There are still two countries in which Google has never satisfied a single request from government agencies to disclose user data. They are Hungary and Turkey. Most often, Google satisfies requests in the US - according to statistics, 88% of the 8400 requests. In Singapore, the United Kingdom and Taiwan, the company is also quite high - users' data is disclosed in 70% of requests.

In June 2012, Google representatives said they saw a threat to freedom of speech and the fundamentals of democracy due to the growing number of requests from various government organizations to remove content from the company's websites.
