Firefox OS Simulator is already available.
The main reasons for developing for a new OS, according to Mozilla, are
simplicity (using HTML5 / CSS / JavaScript + WebAPIs stack familiar to web developers) and
openness (unlocked phones, use of open source technologies). Personally, as a mobile and web developer, it would be interesting for me to pick such a device.
