On Putin’s instructions, the FSB will create a system for preventing and eliminating computer attacks.
Russian President Vladimir Putin instructed the FSB to create a state system for detecting, preventing and eliminating the consequences of computer attacks on information resources of the Russian Federation.
“To entrust the Federal Security Service of the Russian Federation with the authority to create a state system for detecting, preventing and eliminating the consequences of computer attacks on information resources of the Russian Federation — information systems and information and telecommunication networks located in the territory of the Russian Federation and in diplomatic missions and consular offices of the Russian Federation abroad,” decree of the head of state, published on Monday on the official Internet portal of legal information.

On the instructions of the president, the created state system will also be engaged in forecasting the situation in the field of ensuring the information security of the Russian Federation; ensuring the interaction of owners of information resources, telecom operators in solving problems related to the detection, prevention and elimination of the consequences of computer attacks.
The system is also going to entrust the function of “monitoring the degree of protection of the critical information infrastructure of the Russian Federation from computer attacks” and determining the causes of computer incidents. The decree was signed on January 15 of this year and comes into force from the date of signing.
Personally, I could not find the answer to the question "Why?". There are now more than enough centers and departments dealing with information security and cyber threat analysis in the FSB (at least the same DSC , NTS, etc.), and not only in the FSB . Why in that case not to separate a separate structure, like the US Cyber Command (which came out of the NSA).
