I am not directly related to the developers of this site, but I take part in the implementation of this project, and I can give “unofficial” answers.
1) where are these satellite maps
These are not satellite, this is honest aerial photography and honest orthophoto maps. Some surveys were made, for example, by the ARC company, commissioned by the State Land Committee (State Committee for Land Resources) of Ukraine, as part of the Mirbank project to create a land cadastre of Ukraine (here the news about this is www.avia.org.ua/en/node/237 ). Because in general, the survey was carried out over several years, some of the information on them may be slightly out of date, but still today it is the most complete and accurate photographing of the territory of Ukraine.
2) how you can use them (does their license allow them to be used to extend OpenStreetMaps, for example).
The owner of these cards was at the time of shooting the State Land Committee of Ukraine. Over the past couple of years, it has been renamed and re-divided several times, so finding out who the owner is right now is rather difficult. Under the auspices of the State Committee for Land Use, several different organizations were created, partly for conducting commercial activities, and partly for the separation of functional duties. For simplicity, we can assume that the owner of an orthophotocard is a state (Ukraine, in this case), and therefore you are unlikely to receive any official permission from anyone else to use them (they just won’t understand what you want to get from them ). However, on the other hand, no one will pursue you for using these cards for your needs (or for non-commercial purposes), because to the state - don't care, and officials are only interested in the case of material gain.
And, of course, on this state source of cadastral information, the whole truth is displayed from OSM — folk cards, for example, the facts of illegal seizure of territory in Kharkiv Forest Park, marked there as “Squatting” (

The cadastre itself is young enough, and not all privatized plots are included there (details of what problems are associated with obtaining a cadastral number for an ordinary mortal are omitted). But the initiative itself, including public access, is certainly a good one.

I also do not belong directly to the creation of the site map.dazru.gov.ua, but I can tell by the aero photography used for the site. Everything drobzik wrote is absolutely true. But. Almost all aero photo surveys were carried out by GNNP "Geosystem", the city of Vinnitsa. Here, part of the orthophoto was created from raw aero photography. In principle, the orthophoto afterwards from aerofoto photography was done in many cities and many enterprises. You wrote about the quality of aerofotomazyk from Aerogeoinformatics.
