Of course, along with the distribution you can install a home media center, a web server or any other application. This release supports almost all hardware on the mentioned devices, including a mouse, keyboard, webcam (connected via USB). Unfortunately, there is no support for the WiFi module (built-in) yet, so if you need a wireless connection, you will have to buy an external USB-WiFi module.
The release is very “fresh,” as mentioned above, this is pre-alpha 0.2, and installing it on the RK3066 mini-PC is not so simple. First, you need to root the Android device, then, hooking it to a PC with Windows or Linux, you need to install a custom kernel, and only then download the Ubuntu image from the microSD card.
Actually, the majority of representatives of the Linux-community will not find this installation process so difficult, so it's time to try. In the version of pre-alpha 0.4, the developer promises to simplify the process of installing the distribution.
