145 new gTLDs have displeased governments

Today, representatives of the governments of countries that are part of the GAC (Advisory Commission of Government Representatives to ICANN) sent 242 complaints to ICANN for applications for new top-level domains that covered 145 planned domain names.

Complaints were filed by individual representatives, and not by the GAC as a whole; therefore, protests were often duplicated when several countries opposed a single application. We draw attention to the fact that the past complaint procedure (the so-called Early Warnings) is not yet a formal protest of the GAC and is preliminary. But in view of the fact that, according to the existing rules, the GAC does not require the consensus of all commission members to file a protest, it can be expected that most of the complaints will remain valid.

The most "unhappy" state was Australia, which filed 129 complaints. Of the contenders, the most protests were received by Donuts, one of the largest players in the new gTLD market. Her applications collected 49 complaints.

Oddly enough, none of the states filed protests against domain names related to sex and pornography. It seems that the governments, after they failed to prevent the introduction of the domain. XXX, recognized their defeat and accepted the spread of erotica and pornography at the level of the root zone. Also, no one spoke against the domain .GAY.

Most complaints were filed against the .africa domain DotConnectAfrica application. The company, filing a declaration on this domain, did not gain the support of the governments, therefore many African states filed a protest.

Some applications unexpectedly came under restrictions on the registration of the names of large territories within the state in accordance with ISO 3166, and were also appealed. For example, Nigeria and Australia opposed innocuous applications for .DELTA and .CAPITAL, respectively, since they are close to the names Niger Delta and Australian Capital Territory.

Western Samoa filed a protest against the .WEBSITE domain, as it is “too similar” to the national .WS domain, which is open for registration to representatives of all countries of the world and is positioned as an abbreviation of the word “website”.

Australia opposed negative-value domains (.fail, .sucks, .gripe, .wtf), with names of regulated sectors and industries for consumer safety reasons (.accountant, .architect, .attorney, and many others), as well as against applications which, according to representatives of Australia, can harm competition in a particular area and lead to a monopoly of one company (for example, Google’s application for the .app and .blog domains).
