Russia wants to transfer to the UN the functions of ICANN and not only
The main issue at WCIT ( World Conference on International Telecommunications ), which will be held in Dubai this December, will be the discussion and revision of the principles of ITR ( International Telecommunications Regulations ). Adopted in 1988, before the wide spread of the Internet, these types of rules today do not correspond to existing realities.
The conference is expected to be attended by representatives of leading operators of the telecommunications market and governments of various countries. Although the proposals of the participants have not yet been officially announced, there are a lot of reports in the press about the intentions of the Russian side to transfer the authority to manage the domain system from ICANN to the UN.
Thus, control over the “critically important international resource,” which Russian officials consider the domain space, will shift from one state (US) to a non-governmental international organization (UN).

Representatives of Russia are expected to put forward a proposal on equal voting rights and equal access to identification services for all participants in the domain space.
It will also be proposed to provide each country with sovereign Internet governance in its territory, with limited ICANN authority for non-US segments.
According to reports, Iran and China support these initiatives.
