New amendments to the law "On Information" are being prepared: pages of sites offer to block pointwise

One of the deputies of the party "ER" proposes to more accurately and selectively block Internet resources that fall into the "black list". The essence of its amendments to Federal Law No. 149-FZ (“On Information”) is as follows - providers are recommended to install DPI (Deep packet inspection) equipment so that sites evading blocking by changing the IP address cannot resume their work .

DPI ( Deep packet inspection ) is a technology for accumulating statistical data, checking and filtering network packets by their content. Unlike firewalls, Deep Packet Inspection analyzes not only packet headers, but also the full content of traffic at the OSI model levels from the second and higher. DPI is able to detect and block viruses, filter information that does not meet specified criteria.

Deputy Robert Schlegel himself explains his position as follows:

My amendments do not oblige to put such equipment, and give companies the opportunity to use this technology. The law will not mention DPI, but it will oblige to restrict access directly to a web page containing prohibited information, and block the entire site only if there is no technical possibility to block access to specific pages (URL).

Thus, according to the stated amendments, users will not face blocking of the whole Lurkmore or Librusek because of one or more pages. But at the same time, it is impossible not to notice that in this way a certain psychological barrier will be overcome, when closing a whole popular website usually causes a storm of criticism, and blocking only one or more URLs should be less noticeable.

From the point of view of the financial issue of installing DPI equipment for providers, the state promises to ensure that this is subsidized at the expense of the state budget, but with the proviso “possible”.
