Decelerator - a helmet that slows down the perception of reality

The creator of this thing is Lorenz Pottast, a German artist. Two displays are built into the helmet: one on the inside, transmitting an image of the surrounding world, moving more slowly than usual, the other on the outside. Apparently, people passing by could see the same thing as the helmet owner.

The author still does not have a business plan or a specific description of the technologies used. I do not have a clear idea how and where it can be used.
