Roskomnadzor approved the criteria for assessing the quality of communication, which will later be drawn up rating operators. We are talking about the Internet, mobile and fixed communications.

In particular, Roskomnadzor proposes to assess the quality of fixed-line operators by the following criteria: the proportion of unsuccessful calls, the average connection establishment time, the quality of voice transmission, the proportion of successfully transmitted messages by fax.

For example, according to Roskomnadzor, a local telephone connection should be established in a maximum of 6.6 seconds, and the proportion of unsuccessful calls when establishing local connections cannot exceed 3.96%.

As for mobile communication services, Roskomnadzor proposes to take into account the following criteria: the proportion of unsuccessful calls, the average connection establishment time, voice quality, the rate of successfully transmitted sms and sms delivery time.

For example, 99% sms should be successfully transmitted, and the maximum delivery time should not exceed 8 seconds.

In addition, Roskomnadzor approved the criteria for assessing Internet access provided by fixed and mobile operators. In particular, users must spend a maximum of 7 seconds to log in to the network. It is also proposed to use the Internet speed, the proportion of successful and unsuccessful file transfer attempts as criteria. However, these rules are not spelled out in the document, as they depend on technology.

PS: it would be nice, in addition to purely technical parameters, to add a subscriber satisfaction index to the assessment. It would reflect all dissatisfaction: poorly provided services, the imposition of services, and so on. This is a normal practice in telecommunications companies.
