The case of Stream TV: MTU-Intel clarifies the situation in the Ministry of Information Technologies and Communications

The Stream-TV broadcasting service, recently hit by Rossvyaznadzor, is still under threat of administrative sanction. Yevgeny Ryabovol, a spokesman for MTU-Intel, said that the company is now consulting with shareholders, as well as with regulators: “Since the situation is unprecedented and its resolution may affect the development of the pay-TV market as a whole, we need to get an explanation from the Ministry information technology and communications of the Russian Federation as a regulator in the field of communications, " Rosbalt agency reports.

In "MTU-Intel" they say that all actions of the company are strictly subject to the law, and in this case there is only an incorrect interpretation of the situation by the Rossvyaznadzor. “This is what caused our appeal to the Ministry of Communications for clarification,” says Yevgeny Ryabovol. - In our opinion, the provision of Stream TV is not an activity requiring a license to provide communication services for cable broadcasting. The company “MTU-Intel” has a license for telematic services issued by the Ministry of Communications and Telecommunications, which shows that MTU-Intel CJSC has the right to provide additional services that are technologically inseparable from these services, increasing their consumer value. ”
According to the press secretary of the company, on the basis of this, “Stream TV” is considered as an additional service in relation to telematic services: “This position is also confirmed by the fact that the provision of Stream TV services to subscribers is technologically impossible without the provision of telematic services based on broadband data network under the Stream Internet brand.
