definition of the level of computer skills . In almost one hundred percent of the questionnaires, this level is divided into four stages: the initial level, the user, the experienced user and, as I understand it, the limit of perfection is the programmer.

Do not you think that this is a vivid example of the real level of computer literacy of the population. And this is with all the talk about universal internetization and computerization. As a result, we have that in the minds of the programmer has remained the "god" of computer technology. Sorry, but where did the sysadmins go, the jokes about which took the top of the pedestal, on which in the mid-90s there were “new Russians”. For example, I consider a good administrator (IT specialist) to be several orders more competent in the questions that are implied in these same questionnaires filled in when applying for a job.
I suggest to throw out this universalization in the personnel departments. General questions: name, contact information, education, etc., of course, should remain in general form, and questions regarding the specifics of the proposed position should be more specific and relevant to the professional direction of the proposed vacancy.
Returning to the question of the level of computer knowledge, in a conversation with the system administrator, it makes sense not to talk about computer experience, but about knowledge of specific IT technologies and platforms.
