According to the BBC, the British government agency for educational technology Becta has filed complaints against Microsoft in the Office of Fair Trade ( OFT ). Becta is unhappy that the software corporation has not yet revealed some details about its software licensing system by subscription, which it offers to schools and other educational institutions in the UK as more profitable for them than buying permanent licenses.

The agency, unsuccessfully trying to understand all the intricacies of Microsoft's offer for a long time, before the happy moment of complete mutual understanding decided to officially recommend all schools in the country to buy software only on the basis of full licenses. In addition, those schools that have already purchased Vista and Office 2007 by subscription, Becta advises to abandon it as soon as possible.

This licensing practice is used by Microsoft in Russia, but not as widely used.
