The global problems of the Internet, the second time collapses connectivity between Europe and America

For the last half hour I have been watching the phone break with sms from the server monitoring service, servers in America fall down one by one, the uptime is not disturbed, the feeling that someone is slowly cutting the optical cable across the Atlantic, there is a problem with access to the dns root servers in America.
Who works in the global telecom and can tell what channels between Europe and America got? Or is this another provider war?
