Keep track of prohibited sites will be a third party, not Roskomnadzor

As you know, in the first of November this year, the registry of banned sites will start working. Sites whose content does not comply with Russian legislation (first of all, the notorious child pornography, plus some other types of content) will be added to this registry. It became known about the creation of the registry for a long time, but that's who will lead it, so far no one has decided.

Initially, it was planned to attract a third party, a non-profit organization such as the Safe Internet League to keep the registry. After some time, it was decided that the “black list” would be conducted by Roskomnadzor, without the involvement of assistants. And today it became known that, nevertheless, this registry will be maintained by a third party, and not Roskomnadzor itself.

According to officials, it is necessary to monitor illegal sites around the clock, and the registry should be updated non-stop. But civil servants are not allowed to work around the clock, so Roskomnadzor is not suitable for the role of an observer and “supervisor”. Thus, officials will still have to involve some third party to work with the registry. It should be recalled that the “black list” of sites is created under the adopted law on the fight against drug propaganda, child pornography and calls for suicide on the Web.

If the “observer” finds a page with prohibited content, then such a page is entered in the registry, which is notified to the hosting company that serves such a site. In turn, this company is obliged to agree with the site owner on the removal of materials that are deemed illegal. If it is not possible to agree, then the register is not a separate section or page, but the entire site, which providers are then obliged to block.
