
In late October, the State Duma will receive a draft law “On Postal Communication”, which refers to the creation of a “Unified Electronic Postal System”, through which citizens and enterprises will receive official electronic mailboxes.
Boris Onikul (the author of the idea), who oversees the postal industry, said: "Russian Post" guarantees that only you can receive a personal email address and password from the mailbox by presenting your passport. Also, Russian Post will be able to guarantee protection against unauthorized access to personal mailbox. "
The head of the Information Democracy Development Foundation Ilya Massuh, who previously held the post of deputy head of the Ministry of Communications and Mass Media, estimated the creation of a system of 100 million postal addresses at 10 billion rubles. Official estimates of how much money can be spent on implementing a single e-mail system are not voiced.
Such mailboxes will be able to be issued by any universal postal operator authorized by the state (and we are the only one with it - “Russian Post”) on the basis of a subscription contract. From these boxes it will be possible to send correspondence and money transfers to the bank, exchange letters between private individuals, send and print legally relevant documents. PR will act as an "electronic notary".
Finally, the official mailboxes will allow government agencies to save on shipping, partly by transferring to the Internet letters issued for painting.
Whether it will be necessary to verify the authenticity of the EDS, or whether the case will be limited to just a mailbox, is not reported yet.
As for me, the Post of Russia should learn to start doing its work - deliver regular letters and parcels on time, and only then begin to accept payment for apartments there, sell phones, antiviruses, and create a dubious e-mail system.
