Let “Read Only” accounts ask questions and / or answer them?

Actually, the subject. It is not easy to find a forum with competent specialists on the Internet, and there are enough of them on Habré. Therefore, I often and with pleasure use the q & a section. Surely many users from Read Only would also like to use it. We could be helpful to each other. And that's why:

1. It is possible that a certain user from “Read Only” does not know how to write articles and cannot pass through the Sandbox. But he is a specialist in his field, and could share his experience in answering a question.
2. To attract additional attention to Habr and enhance popularization, allow users to ask questions here, and not to look for a sign in to get an answer there.

Of course, it would be worthwhile to think over the whole idea in detail. On the one hand, no one needs a bunch of "left" questions that flood Habr. On the other hand, really literate people who have already shared their experiences could be rewarded for their efforts. For example, invite. Select criteria for this. For example, at least 10 answers with a rating of no less than +5.

To protect against flood issues, they can be done like this:
1. Restriction on the publication of questions - once a month.
2. A question with a community rating lower than "-5" is deleted automatically. So Habra community itself will regulate what issues to leave. Replacing (or complementing) moderation.
