Ministry of Finance cuts funding for federal space programs

It seems that the Russian government is quite successful in space and considers the funding redundant.

In the draft federal budget for 2013 now under discussion, the activities of the Federal Space Program (PCF) are planned to be almost 19 billion rubles less than originally envisaged.

The program of financing the infrastructure of the Eastern Sequestration is planned to be minimal: in 2013–2014 Roskosmos will receive funds in full (13 and 25.5 billion rubles, respectively), and in 2015 it will be short of 4.4 billion rubles - financing will reach 27.2 billion rubles. Such a budget cuts means rather a confirmation by the government of its commitments to create the Far Eastern spaceport. At the same time, the Eastern space infrastructure is financed from the budget of the PCF, and the lack of money during its construction will lead to a delay in launching the cosmodrome for at least three years, Popovkin warns. A delay of three years means the transfer of the first launch from 2015 to 2018.

The reduction in funding will also affect Russia's plans to create a new manned spacecraft that will be able to deliver astronauts not only to near-Earth orbit, but also to remote celestial bodies. Recently, among the promising tasks of the Russian cosmonautics is often called the Moon, Deputy Prime Minister Dmitry Rogozin talked about creating a manned station on the satellite of the Earth. To master the moon, you need to build a new manned ship, this project promises to be extremely resource-intensive, according to preliminary estimates, with a budget of at least $ 10 billion. Budget cuts will lead to the loss of Russia's leading position in the manned cosmonautics, the head of Roskosmos warns, not much thickening paint. The danger of losing the current monopoly on delivering people to the ISS exists regardless of the financing of the new spacecraft: in the future, the United States will most likely have two new manned spacecraft for five years, and the prototype of the new Russian ship will hang at the preliminary design stage.
