President Vladimir Putin signed the law “On Information”, which envisages the creation in Russia of a register of sites with “harmful” content. This was reported by RIA “Novosti”, referring to the announcement of the materials of the “Rossiyskaya Gazeta”, in which the law should be published after the president was signed.
The law “On the protection of children from information harmful to their health and development” provides for the creation in November 2012 of a single registry for domains and sites with illegal content. It is assumed that the registry will mark sites and network addresses seen in the distribution of child porn, suicide propaganda, as well as the promotion and distribution of drugs.
To be included in the “black list”, the site owner and his hosting provider must ignore the warning of the supervisory authority (in this case, Roskomnadzor) for removal of illegal content on the site for 24 hours.
In turn, Roskomnadzor, in accordance with the law, will receive information about illegal content on the Internet from a non-statutory non-profit organization engaged in monitoring the Network.
