Change policy issuing ip addresses from fastvps

The client of the fest, as they reselled hetzner and took webmoney, has now basically switched to a direct lease from hetznera. But there is one problem here, that they give additional IPs now not just on the first squeak, but require substantiation, as the world pool of IPs comes to an end. Here I am writing something like ssl certificates or virtual machines, but I have rejected the last three applications. A similar confirmation was required by fastvps, but today I consulted with the manager of fastvps and he said that they give out without justification an additional three ip at a price of 15 euros per ip.
