The prerequisites for such a step appeared long ago: in particular, the Youtube employee gives an example of using this function in a video from a demonstration in Egypt.

In order to use the function, do the following: go to the “Video Enhancement Tools” section, go to the advanced functions section and click “Apply” next to the “Blur All Faces” option.
